Concurrent Power: "Concurrent with the Commissioner" means the law gives the Inspector the same authority as the top boss (the Excise Commissioner) to sign these specific permits. This prevents delays by allowing local officers to handle paperwork that would otherwise have to go to the state headquarters.
Subject to Control: While they have the power to sign, they must follow the specific rules, formats, and orders set by the Commissioner. They cannot make up their own rules for permits.
